Born in Moca, Dominican Republic, to Leocadia Salcedo and Pedro Flores, Reverend Bolívar Flores began showing his leadership potential early. By age 12, he was already assisting in managing a two-classroom pavilion at his primary school in El Paso de Moca. After graduating with honors in 2000, he moved to the United States in 2001 to further his education at the New York Theological Seminary, where he earned a degree in Ministry and Leadership.

Following his graduation, Reverend Flores embraced his calling as an evangelical pastor and founded "The Ministry El Sol Sale Para Todos Internacional" in 2016, a vibrant community outreach program. His dedication has significantly impacted lives in the United States, Dominican Republic, and Peru, leading him to senior roles such as the Vice President of the New Jersey Coalition of Pastors and Ministers, and Head of Chaplains in the City of West New York. In addition to these roles, he is the Chief of Staff at the New Jersey Reentry Corporation (NJRC), where he has supported over 22,000 program participants reintegrating into society post-incarceration.

In 2018, Reverend Flores pioneered a groundbreaking initiative with the Coalition of Latin American Consuls of New York (CLACNY)), focusing on securing identification for immigrants from 17 different countries post-release from prison. His leadership extends across various boards, including his role as president of the Latino Law Enforcement Officers Coalition and the La Magia de Las Bellas Artes, a cultural organization dedicated to social welfare. Furthermore, his advisory role to key public figures on spiritual matters underscores his influence and reach within the community.
Reverend Flores is a proactive member of the Task Force on Criminal Justice and Wealth Disparity and was honored by the Supreme Court with the responsibility to select two forthcoming federal judges, highlighting his esteemed position within the judicial and social justice spheres.
2023 marked the launch of "Conversación Abierta con el Reverendo Flores," a radio program airing every Friday. Through this medium, he engages with topics close to his heart, including social justice, community participation, and education, reaching a wider audience with his message of hope and empowerment. Reverend Flores is also an accomplished author, with works such as "Hispanic Religious Leaders and Civic Participation" and "Nonprofit Organizations: Structure and Finance" to his credit.
Currently, he is expanding his academic credentials at Harvard University and is a valued member of the Coalition of Religious Leaders of New Jersey. Outside of his official duties, Reverend Flores dedicates his time to writing for local newspapers and speaking on crucial issues like opioid and fentanyl addiction, human rights, and social justice.
